Request For Proposals: Integrating Community Health Program Consultancy

Background

The Integrating Community Health Program (ICH) is a collaboration between the U.S. Agency for International Development (USAID) and UNICEF that is supporting countries to achieve and sustain effective coverage of proven health interventions at scale and contribute to ending preventable child and maternal deaths. This investment has extended support to partners across seven countries, including the Democratic Republic of Congo, Liberia, Bangladesh, Mali, Kenya, Uganda, and Haiti. These partners are working in collaboration with their respective Ministries of Health to strengthen the role of community health approaches to reduce barriers to health coverage and to support national policies and implementation plans. (USAID, 2018).

To complement USAID and UNICEF’s ICH investment, the Bill and Melinda Gates Foundation has established the Frontline Health Project. Under this project, Last Mile Health (LMH) is working to package learning from across the seven ICH partners, elevating policy and advocacy efforts that are facilitating the prioritization of community health as part of national primary health care strategies to achieve universal health coverage.

Countries are looking for systems and processes to guide the institutionalization of community health. Adopting a policy and advocacy framework can provide that guidance. Decision-making around community health and other health sector priorities is not just technical but also highly political. As a result, the success of any particular community health reform effort relies not just on the technical design of the reform itself, but also on advocates’ ability to navigate the broader policy landscape and its complex political dynamics.

LMH is collaborating with each ICH partner to collect, package and disseminate their achievements through the development of a Country Snapshot and associated dissemination plan. The Country Snapshot 1) Situates the country’s CHW programming within the Community Health Systems Reform Cycle; 2) Describes the policy and advocacy landscape around community health; 3) Highlights how the ICH investment is leveraging policy and advocacy tools to address high-priority institutionalization challenges; 4) Connects these efforts with the country's UHC/PHC agenda; and 5) Identify future opportunities for further institutionalization.

Project Details

  • Commitment – 1 month with an immediate start date preferred
  • Location – Remote
  • Remuneration – $6,000 upon completion of all deliverables

Purpose of Consultancy

As the Last Mile Health team is in the completion stage of these 7 Country Snapshots, we are looking for an individual with exceptional attention to detail to provide copy editing and standardization of the written reports/documents and graphics across a set of brand and report guidelines.

The primary audience for these country snapshots are each of the 7 ICH country stakeholders and Ministry of Health partners, as well as global audiences including technical partners and funders.

Scope of Work

Standardize and Polish all 7 ICH Country Snapshots

  • Edit documents to adhere to LMH brand guidelines and Country Snapshot guidelines
  • Copy edit to improve readability and fix any grammatical errors
  • Format documents between Microsoft Word versions (Mac vs. PC)
  • Standardize citations and check for missing citation information (using Mendeley)
  • Redo graphics and charts / tables as needed - to align across Snapshots
  • Identify inconsistencies across structure and format across

Regular check-in calls will be conducted between the consultant and the LMH country snapshot team to review progress and address questions. Meeting cadence will be established at the start of the contract.

Final Deliverables and Timeline

7 Finalized Country Snapshots with copy editing and standardization / alignment of brand guidelines, graphics, citations, language, etc.

The consultancy will begin mid-February 2021 and we anticipate the work to be completed one month from the effective start date of the contract. This is a contract for $6,000.00 and the deliverables can be found below. The consultant will be paid the full amount of the contract at the end of one month and upon completion of all 7 snapshots.

Deliverables Schedule:

Week 1

  • Review of all 7 Country Snapshots and the reform cycle, meeting with snapshot team and each snapshot lead, and development of work plan for review and standardization
  • Review and editing of snapshot 1 completed

Week 2

  • Review and editing of snapshots 2, 3, 4 completed

Week 3

  • Review and editing of snapshots 5, 6, 7 completed

Week 4

  • Alignment of cross cutting structural and content areas completed
  • Additional design of graphics and final polishing completed

Required Experience

  • Several years of professional experience in public health and/or international development. Experience in the development and design of reports / written communication for a diverse audience.
  • Excellent writing and editing skills
  • Strong skills in and knowledge of: Microsoft Word and Office, Mendeley or other referencing software
  • Strong communication skills and attention to detail
