GENERAL POSITION SUMMARY:

The Human Resources Manager will lead all human resources activities from the U.S. with coordination from the Liberia team. The Manager will be the representative for U.S. staff as well as expatriate staff. The ideal candidate will have experience working with international staff and basic knowledge of expat labor law as well as U.S. Federal and State labor law. This is a dynamic HR position with many moving pieces.

ESSENTIAL JOB FUNCTIONS:

Staffing – US and Global Positions

· Develop TORs for new positions, coordinate the approvals, and advertise with relevant networks

· Lead resume screen and phone screen

· Schedule interviews with hiring team and act as liaison between candidate and hiring team

· Conduct reference checks and background checks as necessary

· Draft agreements/contracts and extend offers

· Coordinate Onboarding for new hires (paperwork, flight, visa, email access)

· Coordinate off-boarding for exiting staff

Benefits Administration and Payroll

· Act as administrator for international and domestic insurance

· Run semi-monthly payroll for US and Expat staff plus work with finance to process third country national payroll monthly

Administrative

· Employee records upkeep

· HRIS and ATS system maintenance and management

· Policy writing, updates, and communications

· Assist employees ad hoc with policy questions, requests for documents and/or staff information for Partnerships & Development Team

· Manage and update changes to US Handbook and conduct employee record audits quarterly

· Coordinate travel for new hires and current staff

· Coordinate with the Finance Team to ensure timely payment to vendors

Strategy

· Work with HR Director to roll out and collect performance reviews mid- and end-of year

· Develop materials for and conduct management trainings throughout Liberia and US offices

· Work with HR Director to provide support with HR Budget and with the CEO/CFO to provide support to Personnel Budget

· Work with HR Director to roll out the People Development Strategy

Employee Relations

· Serve as representative for US and International staff

· Support and coordinate retention activities such as performance management, social initiatives, and holiday-related functions

· Be available for staff inquiries, complaints, and requests

KNOWLEDGE AND EXPERIENCE:

· BS in Human Resource Management or related field

· 5-7 years in human resources

· 3+ years compensation experience

· 2+ years in non-profit/international NGO preferred

· Previous experience with payroll (preferably Paylocity), executing performance management systems, policy writing, and recruitment (preferably iCIMS)

· Knowledge of Federal and State labor law requirements required

· Knowledge of Expatriate labor law requirements, exemptions, and applicability preferred

· Experience managing HR functions internationally preferred

· An organized individual who can prioritize multiple projects at once

· An understanding of grant compliance within HR functions

· Excellent interpersonal and customer service skills

· Experience handling confidential and sensitive information
