General Position Summary
The RM&E Director is responsible for the design and execution of all research, monitoring, and evaluation activities at Last Mile Health (LMH). This includes supervising and coaching the LMH RM&E Department (14 staff members), overseeing the design, maintenance, and refinement of all data collection/reporting tools, leading all research and evaluation activities, including engagement with academic partners (Harvard Medical School and affiliated teaching hospitals), and representing the RM&E view point in organization-wide planning and coordination meetings.
Essential Job Functions
Program Monitoring
- Manage the design, implementation, refinement, and maintenance of all data collection and reporting systems, ensuring that systems are optimized for the Liberian setting, resulting in high quality data resources that are relevant to internal and external stakeholders
- Set priorities for application development (both our mobile health data collection application and our web-based reporting application) and oversee software developers (both LMH staff and contractors)
- Ensure that the monitoring system for the Liberia National Community Health Worker program is set up to collect high-quality, relevant data, and that data is actively leveraged at the Ministry of Health to inform decisions
- Manage the Deputy Director of RM&E and the Lead Software Architect to support the above responsibilities
Research & Evaluation
- Work with a variety of internal and external stakeholders, including Harvard Medical School, Brigham & Women’s Hospital and Massachusetts General, to set and periodically refine the organization’s research agenda, accounting for study significance, costs, methodological feasibility, and programmatic alignment
- Work with the RM&E Senior Technical Advisors to ensure that research & evaluation activities are being designed with high technical rigor, and to manage the process of academic publication
- Work with field teams to ensure that research & evaluation activities are being implemented with integrity and produce results with high internal validity
- Manage the Research & Evaluation Officer and Data Analyst to support the above responsibilities
Organization-wide coordination
- Represent the RM&E department throughout the organizational planning cycle and within cross-team discussions around strategy, work planning, budgeting, and grant development / management
- Represent the RM&E viewpoint at the level of the Senior Management Team
- Effectively serve as senior technical and management representative for donor meetings and external convenings, as prioritized by LMH advocacy strategy
Qualifications
- Masters in epidemiology, biostatistics or related public health quantitative methods. Doctorate preferred
- Minimum 10 years of experience in the monitoring & evaluation of public health programs, preferably in developing world settings
- Minimum 5 years of experience managing full-time staff
- Excellent verbal and written communication skills
- Experience working in sub-Saharan Africa is preferred
- Strong data management skills
- Experience designing and administering large budgets
- Familiarity with relational databases preferred
- Familiarity with a statistical software package preferred
- Skill in management coaching and professional development
- Prior experience in a remote setting and willingness to travel to various program sites as needed
- High level of initiative to innovate and lead in remote and resource-limited settings
- Commitment to health and social justice
- Comfort working with a casual but high-performing team
