Position Summary
Working in partnership with Liberia’s Ministry of Health (MOH), alongside notable implementing partners, Last Mile Health is supporting the government in designing and rolling out a national community health workforce (CHW) program built on a network of trained community health workers providing essential health services to Liberia’s most remote populations. This national program aims to provide equitable access to health care services to the population of Liberia by strengthening community health interventions through a national standardized community health package of services to be provided by trained, deployed, and motivated community health workers.
LMH is seeking a Training and HRH Specialist for an upcoming World Bank-funded community-based health project. The Training and HRH Specialist will work primarily with LMH’s Programs team to lead the training and deployment of community health workers in selected counties for implementation of the National CHW program. The Specialist will also support other teams within LMH with tasks related to community health worker training. This position is contingent upon award of funds.
Essential Job Functions
· Work with the LMH Quality and Innovation/National Community Health Systems team to revise (as required) the existing training curricula and methods for all cadres, as well as facilitators guides, in close collaboration with the MOH and the technical working groups at the MOH
· Develop training modules for ongoing programs and design rollout strategies as well as tools/materials and methods based on national policy and guidelines
· Define training outcomes and develop guidelines for assessing and monitoring training quality and outcomes
· Implement the training of master trainers, CHWs, Clinical Health Supervisors and peer supervisors, in collaboration with the MOH and County Health Teams (CHTs)
· Lead the selection, recruitment, and vetting of trainees and the accreditation of supervisors
· Develop and supervise training plan for community health workers
· Organize and supervise training sessions consistent with training plan, schedule and curriculum
· Work with Program Implementation team to coordinate the deployment/placement of community health workers
· Build capacity of CHTs to monitor progress and provide implementation support to community health workers at the county level
Qualifications and Experience
Essential:
· Bachelors Degree in Education, Human Resource, Management, Public Administration or other equivalent subjects, Graduate Degree strongly preferred
· Minimum 4 years experience in capacity building, training design and implementation, 6 or more years strongly preferred
· Advance Competencies in establishing HR system, HR recruitment strategies, capacity development and workforce planning
· Proven experience of public assessments
· Experience establishing new national-level programs, protocols, or procedures
Preferable:
· Strong communication and facilitation skills and ability to establish good working relationships
· Strong stakeholder facilitation and coordination skills
· Excellent oral and written English skills
· Experience working in resource-limited settings
· Experience working with national governments
· Experience of working in community health program within the sub region will be an advantage
Commitment: 40 hours per week, minimum 12 month commitment
