The Role
Co-Impact has awarded Last Mile Health (LMH) and the Global Fund (GF) a five year grant to provide implementation support and technical assistance (TA) for the following three strategic priorities: (1) Making investments to catalyze reaching national scale and ensuring quality performance, (2) Building readiness for transition of the national community health assistant (NCHA) program to the government, and (3) Ensuring the long-term sustainability of the program and its impact.
The following activities will be implemented by LMH to to achieve the goals of the grant:
- Technical Assistance (TA): A team of LMH technical assistant personnel will support the central government, donors, and partners across a range of key functions relating to the NCHA Program’s execution, scale, quality, and evaluation.
- County-level TA for Grand Gedeh, Rivercess, and Grand Bassa: A package of capacity building and related interventions will be provided to Liberia’s County Health Teams where LMH supports implementation of the NCHA Program to capacitate management of the program and accelerate financial and programmatic ownership.
- Implementation for Grand Bassa Scale up, Rivercess – Outcomes to be achieved under this activity include expanded scale, specifically the addition of 414 new community health assistants (CHAs) and community health services supervisors (CHSSs) in Grand Bassa, and the sustainment of current work in Rivercess county (402 CHAs and CHSSs), which will enable LMH to allocate capital toward other priorities in Liberia while leveraging LMH’s current investments in both counties as exemplars for the national program.
The following activities will be implemented by GF to to achieve the goals of the grant:
- Expand its implementation footprint to scale up the CHA program in Margibi starting from year 1 of the Co-impact investment,
- Scale implementation to additional county(ies) to be considered (from year 3).
- County-level capacity building (years 2-5)
- Supply chain systems improvements (year 2)
The individual consultant will be tasked with leading a process evaluation during year 1 of the award, in support of the 3 strategic priorities (see Background). The process evaluation will include aggregating and synthesizing evidence from the monitoring, research, and evaluations implemented by LMH and GF for their work supporting the National CHA Program implementation. Additionally, it will assess whether the aggregate results are meeting Co-Impact key performance indicators and put these into country and health system context and produce an evaluation report for Co-Impact, LMH and GF and the National stakeholders.
Please note that all non-essential LMH travel is currently suspended due to COVID-19. Interviews will be done remotely unless the travel ban is lifted.
What You'll Do
The following tasks will be completed by the consultant in year 1. The following tasks are sequenced such that each task is informed by the information gathered in the prior task. This phased approach aims to ultimately achieve a deeper understanding activities related to the implementation of the National CHA Program as supported by LMH and GF in a way that maximizes time and resources.
Task 1: Desk review of data sources
The consultant will review and synthesize key findings from the following information sources:
- Last Mile Survey reports and data
- Global Fund program reports
- National ongoing M&E reports from the Implementation Fidelity Initiative Program Perceptions project
- National Quarterly Review Meeting documents
Information gathered with the thought the desk review will inform questions to be included in the KIIs.
Task 2: Conduct Key Informant Interviews
The consultant will conduct 6-10 key informant interviews (KIIs) with key stakeholders selected by LMH. Gaps in information available from the desk review will inform the development of questions to be included in the KII guide. Collecting information from existing documentation prior to the KIIs will maximize use of interviewees’ times and allow the interview to focus on collection of new/additional information.
- Based on the desk review, the consultant will develop a semi-structured interview guide that includes questions and probes designed to supplement the information available from the data sources. The KII guide will be reviewed and approved by LMH prior to the consultant conducting the KIIs.
- Conduct 6-10 KIIs with select stakeholders from NCHS, LMH Programs, LMH county level leadership, GF, and others as relevant. Maintain interview notes.
- Develop summary document of key findings from the KIIs.
Task 3: Develop Process Evaluation Report
Based on the desk review and KIIs, the consultant will develop an evaluation report summarizing and triangulating the key findings to emerge. The report will be descriptive in nature, and at a minimum, will include the following components:
- A description of the current status of TA activities and alignment between the activities and the objectives to the grant inclusive of a root cause analysis for areas of misalignment.
- A description of the county level interventions taking place, including activities undertaken through Co-Impact to capacitate the County Health Teams to manage the NCHA Program.
- A description of the current status of scale in Liberia, inclusive of a description of observable successes and challenges to date as activities are scaled.
- The anticipated length of the report is 30-40 pages and any changes to the length must be discussed with the LMH team.
- Development of the evaluation report will occur in the following phases
- Phase 1: Develop and submit a detailed report outline that clearly indicates the goal and type of information to be included in each section of the report. The LMH team will review the report and provide feedback to be integrated by the consultant.
- Phase 2: Develop and submit a complete draft report. The LMH team will review the report and provide feedback to be integrated by the consultant.
Task 4. Presentation of Findings
Upon finalization of the evaluation report, the consultant will develop a slidedeck and present the report to selected members of the LMH team. The presentation shall include methods employed, key findings, and conclusions. Additionally the presentation must allow time for questions, answers, and discussion.
Task 5. Respond to follow-up questions, as needed.
To support reporting to the funder, the consultant will be available to respond to follow-up or clarifying questions from LMH staff. The level of effort for this talk is low, and will likely entail responding to a few emails or participating in a few meetings.
Task 6. Project Management and Oversight
Periodic check-in calls will be conducted between the consultant and LMH staff to review progress and address questions. Meeting cadence will be established at the start of the contract.
Final Deliverables
- Final evaluation report that is 30-40 pages in length.
- Slide deck and presentation summarizing findings from the report.
