GENERAL POSITION SUMMARY:
As a trusted advisor and liaison to Ministry of Health (MOH) technical teams, particularly the Community Health Services Division (CHSD), the Training & Supervision Coordinator will lead the effort to design and implement a standardized and integrated curriculum for community health assistants, their supervisors and master trainers. The TS Coordinator will provide technical leadership and management of this process, under the direction of the NCHS Director, both internally among LMH teams and externally with MOH and other stakeholders. The TS Coordinator will support the MOH to finalize and roll out a standardized curriculum and training package, and will then support the MOH to monitor the quality of the program in anticipation of revision of the curriculum in 2017-2018. S/he will support the MOH to establish quality assurance measures and participate in Quality Assurance (QA) and Quality Improvement (QI) activities alongside MOH and partner counterparts.
ESSENTIAL JOB FUNCTIONS:
Technical Assistance
• Provide technical assistance and expert guidance to the MOH to finalize the development of the CHA, CHSS, Master Trainer Curriculum Package (master training plan, training curriculum, facilitator materials, participant handbook, supervision guides and assessment tools) under the direction of the NCHS Director and in coordination with LMH’s Quality and Innovation team.
• Following validation and launch of CHA, CHSS, Master Trainer Curriculum Package, work with MOH and LMH counterparts to develop necessary refresher trainings and curriculum revisions, informed by assessed gaps and/or priorities of MOH.
• Interface with MOH technical staff to ensure alignment of MOH service delivery programs with the CHA Curriculum Package.
• Assist the CHSD and its counterparts to develop recommendations and guides for execution of training program.
Training and Supervision
• Provide leadership support for the Training and Supervision sub-group of the Community Health Technical Working Group to gather feedback on the CHA, CHSS, and Master Trainer Curriculum Package and integrate feedback into revised package to present to relevant MOH leads
• Support the MOH to develop QA/QI standards and conduct joint QA/QI visits to training and implementation sites and provide feedback on how to improve the quality of the program conduct subsequent revision to curriculum and supporting materials.
• Lead the Training and Supervision sub-group to develop a supervision rubric and supervision team TOR to guide MOH quarterly supervision visits to participating counties
• Support the development of a quarterly supervision schedule and participate in joint supervision team visits with key MOH partners
• Work with MOH counterparts to analyze and disseminate results of supervision visits during Technical Working Group meetings and quarterly review meetings
KNOWLEDGE AND EXPERIENCE:
• Bachelor’s Degree in Health-related field and 5+ years of experience in training and supervision of community health programs, including curriculum development and quality assurance with national ministries of health, OR
• Master’s Degree in Health-related field and 2+ years of experience in training and supervision of community health programs, including national-level curriculum development and quality assurance with national ministries of health
• Experience designing, developing, and revising adult learning curriculum in the health field for various cadres of health workers.
• Experience creating curriculum for low literacy learners.
• Experience managing complex projects, ideally with diverse teams of technical partners and government counterparts
• Experience working with government officials in the health sector
• Experience carrying out quality assurance, supervision, mentoring, and coaching for community health volunteers/workers as well as their supervisors and trainers
• Knowledge/experience working with stakeholders in public health, particularly in the Liberian context
• Experience working with governments on national policy issues is an advantage
• Expertise in designing and developing adult learning curricula in the health sector.
• Experience with hands-on, practical-based learning methodologies in health training, an added advantage
• Exceptional written and verbal communication skills (English), with experience in meeting facilitation and report-writing
• Strong organizational, facilitation and presentation skills
• Self-driven and able to launch projects and work collaboratively with a wide range of stakeholders to influence change, inspire teamwork, and efficiently achieve results
• Excellent coordinator and manager of complex projects with diverse teams

Compensation: Salary commensurate with experience
