General Position Summary

The Director of Monitoring, Evaluation, and Learning (MEL) is responsible for the execution of monitoring and evaluation activities at Last Mile Health (LMH), as well as synthesizing M&E findings for various stakeholders within and external to the organization. The MEL Director will contribute to strategy discussions, provide technical assistance on M&E, and develop successful mechanisms for organizational learning. S/he will be responsible for overseeing the design, maintenance, and refinement of all data collection/reporting tools, cross-cutting programmatic information management, and ensuring that information collected is reflected upon, used to improve ongoing programs, and incorporated into high quality reports and proposals. The Director of Monitoring, Evaluation, & Learning reports to the LMH Liberia Country Director, receives technical support from LMH’s Chief Impact Officer, and supervises the in-country LMH RM&E Department.

Essential Job Functions

Program Monitoring

  • Manage the design, implementation, maintenance, and refinement of all data collection and reporting systems, ensuring that systems are optimized for the Liberian setting and generate high quality data resources that are relevant to internal and external stakeholders
  • Ensure that the monitoring system for the Liberia National Community Health Worker program is set up to collect high-quality, relevant data, and that data is actively leveraged at the Ministry of Health to inform decisions
  • Manage the development of mobile health tools to both capture data from and dynamically feed data back to frontline health workers
  • Analyze trends and patterns in LMH Managed and Assisted CHW Networks and create reports to guide decision-making at management and policy levels.
  • Support the Country Director, Program Director, and National Community Health Systems (NCHS) Director to develop greater quantitative insights from programmatic data

Research & Evaluation

  • Collaborate with the LMH’s Chief Impact Officer to support development and design of research studies and evaluations at field sites in Liberia
  • Assist in disseminating findings from research studies among in-country stakeholders, including the LMH programs team and the Liberia Ministry of Health

Organization-wide Learning and Coordination

  • Develop/adapt learning guidelines to promote reflective practices and promote use of data and learning across departments
  • Represent the RM&E department throughout the organizational planning cycle and within cross-team discussions around strategy, work planning, budgeting, and grant development and management
  • Represent the RM&E viewpoint at the level of the Senior Management Team
  • Effectively serve as senior technical and management representative for donor meetings and external convenings, as prioritized by the LMH advocacy strategy

Qualifications

  • Bachelor’s degree in a quantitative field required
  • Graduate degree in epidemiology, biostatistics, or a related public health quantitative methods field preferred
  • Minimum 6 years of experience in the monitoring & evaluation of public health programs, preferably in developing world settings
  • 5+ Years work experience required
  • Minimum 4 years of experience managing full-time staff
  • Excellent verbal and written communication skills
  • Experience working in sub-Saharan Africa is preferred
  • Strong data management skills
  • Experience designing and administering large budgets
  • Familiarity with relational databases preferred
  • Familiarity with a statistical software package preferred
  • Skill and demonstrated results in promoting learning and data use
  • Skill in management coaching and professional development
  • Prior experience in a remote setting and willingness to travel to various program sites as needed
  • High level of initiative to innovate and lead in remote and resource-limited settings
  • Commitment to health and social justice
  • Comfort working with a casual but high-performing team
  • Willingness to regularly travel into the field, spend occasional nights in rural communities with few amenities, and travel by motorbike and foot for field work
