The Role
At Last Mile Health (LMH), we go as far as it take for our patients. Are you interested in playing a lead role in Last Mile Health’s work with the Ministry of Health’s Rivercess County Health Team (CHT) to sustainably institutionalize the National Community Health Assistant (CHA) Program? If so, you may be our next County Program Manager for Rivercess County.
As Last Mile Health’s clinical and programmatic lead for the county, the Program Manager, reporting to the County Manager, works closely with CHT stakeholders at the county and district levels to guide and manage implementation of community health programming, oversee monitoring and evaluation of program progress, lead quality assurance and improvement efforts, and guide interventions focused on achieving integration of community health programming into the broader primary health care system. In line with Last Mile Health’s Culture Code, the Program Manager plays a key role in leading data-driven decision-making to improve program performance, achieve quality, and ensure long-term sustainability of the National CHA Program through government ownership.
In addition to leading implementation of the core National CHA Program service delivery package, the Program Manager also works closely with the CHT to lead strategic oversight and management of innovation projects that aim to expand the scope and quality of services that CHAs and their supervisors provide. These innovations include but are not limited to interventions in the areas of family planning, nutrition, and immunization.
With technical support from Programs Team leadership, the Program Manager oversees joint implementation of the National CHA Program in partnership with the CHT. This includes management of and support to a network of CHAs and clinical supervisors who serve a population of more than 44,400 people in remote communities across the county’s six health districts.
What you’ll Do
- Coordinate with the County Manager, key LMH staff and key CHT stakeholders to develop, execute, and monitor progress against the county team’s annual work plan, budget, and performance targets while continuously refine a robust strategy for achieving sustainable, long-term government ownership of National CHA Program implementation and quality improvement
- Join the Community Health Department Director, Community Health Focal Person, and other relevant CHT staff to conduct regular supportive supervision of program implementation across each of the county’s six health districts to identify gaps, challenges, and achievements and to provide coaching and mentorship to frontline clinical staff
- Develop and implement innovative supervision strategies to enhance efficiency and effectiveness in the management/supervision of your various teams (implementation, Innovation and RM&E) with the aim to strengthen program quality in every aspect of the NCHAP and LMH innovation projects implementation
- Coordinate with the Monrovia-based Monitoring and Evaluation team to oversee and support routine program monitoring efforts in the county, including support for the ongoing institutionalization of Last Mile Health’s digital health (dHealth) platform
- Collaborate with the Monrovia-based Co-Medical Directors and Training and Quality Management Advisor to continuously review program quality, design and implement strategies for quality improvement, and exchange learning with other county teams
- Lead the county’s six Quality Assurance Officers to conduct regular Correct Treatment Assessments to evaluate the skills and knowledge of CHAs and their supervisors, review results, and define strategies for mitigating gaps identified
What You'll Bring
- Clinical credential (e.g. RN, BSN, PA, MSN, or MD) with working knowledge around best practices in the following areas:
- Essential primary health care (community-based disease surveillance, integrated community case management, maternal and neonatal medicine, and reproductive health)
- HIV/AIDS, tuberculosis and negelected tropical disease mananagement in contexts of high stigma
- Immunization delivery and promotion
- Prevention and community-based management od severe acute malnutrition
- Minimum of 5 years of professional experience leading health service delivery programming in remote contexts
- Experience leading projects in partnership between NGO and government stakeholders
- Experience successfully managing a team of more than 10 clinical and non-clinical staff
- Experience and theorectical knowledge of clinical quality improvement strategy and execution
- Liberian work authorization
You'll Impress Us If
- You have an advanced degree or its equivalent in relevant field (e.g. Master’s degree in public health, project management, business administration, international development, etc.)
- You have experience managing a digitally-enhanced health service delivery program
- You have exceptional quantitative skills, including ability to interpret and manipulate numeric data in both graphic and tabular formats
